The six positions of Judge

In 1979 was enacted by the President of the Republic National Organic Law of the Judiciary, the Loman, as it became known.
His goal was to establish new rules of organization and functioning of the Brazilian courts.
Especially when it came to the second instance, ie, to the courts of justice.
In the space of time between the publication of the law and its validity should be changed a lot, many adjustments were to be made.
The Court of Paraná had, at the time, and his twenty judges, six judges substitutes 2 "instance, which corresponded in reality to six substitute judges because the judges were the duties of those to replace the judges effective in their licenses and impediments, and compose Cameras Holiday then existing.
The Loman extinguished these positions while established rules in our case, prevented the increase in the number of members of the tribunals, r.stávamos on the verge of losing those positions.
When the Court, chaired by myself, found the inability to function satisfactorily without their judges substitutes, the effective date of the Loman approaching very rapidly. The only solution would be the creation of six posts of judge, increasing from 20 to 26 the number of its sitting members.
But then the deadline for that was already very short.
I went to the Governor, Ney Braga, and exposed the situation. S.The former, extended his hand to the judiciary and offered full support.
The Court of Justice has prepared and forwarded to the Legislative Assembly a bill calling for the creation of the six positions.
I took it personally to the President of the Assembly and pondered him that if the project were not approved before the enactment of the Organic Law, what would happen in a few days, no good the commitment of the Governor.
Deputy Fabiano Braga Cortes, who presided over the Assembly, called the leaders of government and opposition MPs Erondi Silverio (currently represented by Rep. Ayrton Lamb, deputy leader) and Nilzo Sguarezi, and asked them the support of their respective stands.
All in the Legislative Assembly, also extended their hands to the judiciary.
The project was approved on the penultimate day of the period and the Governor Ney Braga signed in time to be published in the Official Gazette of the last day.
The Court justices lost their substitutes but unheard, went from 20 to 26 justices, saving is thus an "capitis diminutio" that will be imposed by a federal law.
The fact that today, some 14 years later, the Court rely on just one judge, and gives a measure of the high range of timely action.
But what is most important to note in the episode is the moment of greatness that institutional Paraná lived with his powers that be understanding and helped each other.
For the good of the whole society.
